01About EDRIF

A European platform that turns public commitment into investable opportunity.

EDRIF is a scalable European public-private platform combining guarantees, development capital, bank financing and private investment, so that strategic reconstruction and resilience projects become bankable. Ukraine is the first programme; Europe is the platform.

02The challenge

Reconstruction requires more than capital.

Public resources are becoming available, and substantial private capital exists. The two do not automatically meet.
  • A river meandering through a green valley, seen from the air, with a road following one bank.Risk

    The problem

No single investor will carry reconstruction on its own.

    What EDRIF does

Public guarantees stand in front, so banks and institutions can follow.

    The problem

Public budgets alone fall far short of what rebuilding costs.

    What EDRIF does

Institutions and banks multiply every public euro.

    The problem

Funding alone does not lay a single cable.

    The problem

Good intentions rarely arrive as bankable proposals.

    What EDRIF does

EDRIF structures each one until it is ready to finance.

03The capital multiplier

Making every public euro work harder.

Public guarantees and first-loss capital reduce selected risks, so that banks, institutional investors and private capital can finance projects at greater scale.

05Who participates

A public-private investment ecosystem.

EDRIF brings four kinds of participant together. Each brings something the others cannot.

06FAQ

Common questions, answered plainly.

How the platform works, who it is for, and how to get in touch.

  • EDRIF is a European public-private investment platform. It combines public guarantees, development capital, bank financing and private investment, so that strategic reconstruction and resilience projects become bankable.

  • A public layer of guarantees and first-loss capital absorbs selected risks first. That lowers the risk for banks and institutional investors, so a far larger volume of financing can follow for the same projects.

  • Commercially viable reconstruction and resilience projects with measurable economic and societal value, such as infrastructure, energy and industrial capacity.

  • Ukraine is the starting point. Europe is the platform. The model starts with a concrete reconstruction need, with a structure that can serve other European resilience programmes as well.

  • Public institutions provide guarantees and development capital, financial institutions provide long-term financing, and industrial and local partners bring the capability to deliver. Each instrument is built around that division of roles.

  • Public and development institutions, financial institutions, industrial partners and local partners who would like to discuss the model. The contact section below is the place to start.

07Governance & integrity

Trust is part of the investment model.

Public guarantees only work if the way decisions are made can be examined. What follows is what EDRIF holds itself to.

  • Decision-making

    Who decides on an investment?

Governance combines an Advisory Board, an Investment Committee, professional fund management and external advisors. The Investment Committee takes the investment decision.

    Independent reporting

  • Compliance

    What is checked before investment?

Legal, regulatory and governance review takes place before any investment, together with clear ownership requirements.
